From 2008 to 2009, the rate of entrepreneurial activity in the Western region of the United States declined sharply, from 0.42% to 0.38%. Though business- creation rates increased in the Midwest and South during the time period, the West continues to have the highest rate. Source: Kauffman Index of Entrepreneurial Activity
